| - Budgetary control for placid environment. The development of budgetary control in France occurred in a relatively placid environment, as shown by studies of Saint-Gobain, Pechiney, EDF, Alshom. Le Matériel Téléphonique and Paris-Lyon-Méditérranée. This observation leads us to reflect on the influence of environment as a contingent factor affecting budgetary control. Previous studies of the subject in the fields of history and management have already established certain benchmarks. The nature of the environment relevant to the study of organisations and the link between environment and budgetary control are examined herein so as to shed light on the cases studied.
- Le développement du contrôle budgétaire en France s’est réalisé dans le cadre d’un environnement peu turbulent comme le montre l’étude de Saint-Gobain, Pechiney, EDF, Alsthom, Le Matériel Téléphonique et le Paris-Lyon-Méditerranée. Cette observation nous amène tout d’abord à réfléchir sur l’influence de l’environnement comme facteur de contingence du contrôle budgétaire. Des travaux en histoire et en gestion ont notamment permis de poser certains repères. La nature de l’environnement pertinent pour l’étude des organisations et les liens entre l’environnement et le contrôle budgétaire sont ensuite examinés afin de mieux comprendre les exemples étudiés.
