| - Résumé. La spécificité des dispositifs participatifs qui se multiplient dans les collectivités communistes franciliennes tient davantage à une volonté politique de mobiliser la population qu’aux institutions mises en place. Plus qu’une mutation idéologique du Parti communiste français, ces pratiques répondent à un déclin politique local et national, à l’initiative d’acteurs marginalisés au sein du parti mais connectés par des réseaux. Si la démocratie participative y est influencée par la tradition du communisme municipal, elle s’avère incapable d’offrir une affiliation politique et sociale aux populations les plus marginalisées.
- Genealogies of Participatory Democracy in “Red” Suburbs: a Illusory Renewal of Muni-cipal Communism?. The specificity of the growing number of participatory systems in communist-led municipalities in Île-de-France is due more to the political will to mobilise the population than to the institutions introduced. More than an ideological mutation of the French Communist Party, these practices respond to a decline in local and national politics and are initiated by players who have been marginalised within the party but are connected to each other by networks. While participatory democracy is influenced in this case by the tradition of communist-led municipalities, it proves to be incapable of offering a political and social affiliation to the most marginalised populations.
