| - La production de logements sociaux en France constitue un enjeu fort et récurrent du débat politique. Partant des acteurs professionnels qui produisent du logement, ce texte propose un éclairage renouvelé sur les enjeux actuels. L’accent est placé sur une recomposition discrète mais centrale des politiques du logement : le rôle croissant des promoteurs immobiliers dans la production de logements locatifs sociaux. Trouvant ses origines dans un contexte politique local et national contraint et dans des marchés immobiliers tendus, l’essor des promoteurs dans la construction de logements sociaux est loin d’être un sujet purement technique. Cette évolution influence de manière structurante les pratiques professionnelles des promoteurs immobiliers et produit des effets sur le secteur à plusieurs niveaux. Nous montrons que ceux-ci ont trait aux modes de faire opérationnels, à la régulation politique locale de la construction de logement ainsi qu’aux effets sociaux et urbains des opérations de construction de logements.
- The issue of social housing production is frequently put at the top of the French political agenda. Based on the housing sector stakeholders, this article sheds light on one main evolution of the sector. Emphasis is thus put on a quiet - but key - turn of housing production policies : the increasing role of real estate developers in the production of social rented housing. This evolution, which is far from being only technical, stems from local and national political claims and from the current situation of tight housing markets. Several kinds of sectorial effects of this turn have been identified. First of all, it leads to a reconfiguration of real-estate developers’ professional practices. Then it affects the housing construction political regulation at local level. And finally we show that it has wider social and urban effects.
