| - À partir des années 1950, les quartiers irréguliers d’habitat précaire, en plein développement dans la périphérie de Madrid, deviennent un problème public de premier plan, donnant lieu à des politiques spécifiques et à une production documentaire importante. En centrant l’analyse sur le recensement des baraques et de leurs habitants, l’article met en évidence la construction et les usages de la catégorie administrative de l’habitat précaire sous le franquisme. Il montre comment le recensement des baraques contribua à imposer l’assimilation de l’ensemble des périphéries populaires auto-construites à l’habitat irrégulier, ouvrant la possibilité de son expropriation expéditive. Ce faisant, l’article éclaire le fonctionnement de l’administration d’État dans l’Espagne du premier franquisme, ainsi que son usage du droit.
- Beginning in the 1950s, the expanding neighbourhoods of irregular precarious housing in Madrid’s periphery came to be identified as a major public problem, leading to specific policies and to the production of extensive documentation. Focusing the analysis on a vast census of shacks, this article reveals how the administrative category of “ chabola” (shack) was constructed and used under Francoism. It shows how this census contributed to a process whereby all of Madrid’s self-built working-class peripheries came to be categorized as irregular housing, thus facilitating rapid expropriation. In analyzing this process, this article sheds light on the functioning of the State administration in Spain during the first era of Francoism, and on the regime’s use of the law.
