| Abstract
| - Résumé. Cet article s’attache aux réformes connues depuis une trentaine d’années par les polices dites de sécurité publique, c’est-à-dire celles en charge de la petite et moyenne délinquance et de la surveillance des espaces publics. Il retrace l’introduction dans les polices occidentales de deux séries de réformes, liées au community policing et à la managérialisation des polices. Sur la base d’une approche combinant l’attention aux structures institutionnelles et aux stratégies des acteurs, cet article montre que les objectifs, modes d’adoption et acteurs dominants diffèrent cependant. Des réappropriations sont opérées, les nouvelles normes se combinent avec les conditions institutionnelles propres à chacun des pays.
- Abstract. This article focuses on reforms over the past 30 years in so-called “public safety” police forces that are in charge of minor offences and petty delinquency as well as the surveillance of public spaces. It compares the international diffusion of policing innovations in Western countries, specifically the parallel development of two sets of reforms concerning community policing and the managerialization of policing. Based on a combined focus on institutional structures and policymakers’ strategies, however, the article points up disparities in policy objectives, modes of adoption, and the cast of leading policymakers, and shows how new institutional standards are fused with traditional approaches in each country to yield hybrid reforms.
