| Abstract
| - La « mission civilisatrice » de la Belgique dans ses territoires coloniaux africains est au cœur de la rhétorique coloniale. Leitmotiv de l’action ultramarine depuis la fondation de l’État indépendant du Congo en 1885 et prélude à la plupart des entreprises de colonisation européenne en Afrique au XIX e siècle. Le vocabulaire colonial belge ne s’est donc pas privé d’en faire usage. Toutefois, sa traduction juridique et administrative semble cependant encore peu étudiée. La principale ambition de la présente contribution est dès lors d’interroger cette « mission civilisatrice » au départ de la loi du 18 octobre 1908 sur le gouvernement du Congo belge, usuellement qualifiée de charte coloniale. Plus précisément, cet article vise à identifier la signification de la notion de civilisation telle qu’elle est utilisée par les autorités coloniales au moment de la reprise du Congo par la Belgique ainsi que de repérer les instruments juridiques par lesquels la « mission civilisatrice » doit y être implémentée.
- Belgium’s “civilizing mission” in its African colonial territories is at the heart of colonial rhetoric. The leitmotif of overseas action since the foundation of the Congo Free State in 1885 and a prelude to most European colonization efforts in Africa in the 19th century. The Belgian colonial vocabulary did not hesitate to use it. However, its legal and administrative translation still seems to be poorly studied. The main ambition of this contribution is therefore to question this “civilizing mission” on the basis of the colonial charter. More precisely, this article aims to identify the meaning of the notion of civilization as used by the colonial authorities when the Congo was taken over by Belgium and to identify the legal instruments by which the “civilizing mission” must be implemented there.
