| - Anti-Discrimination Policies and Statistics: Parameters of an Incoherence . The development of an anti-discrimination policy in France at the end of the 1990s has initiated a discernible evolution in the «French model of integration». Following on two European directives against «racial» and «ethnic» discrimination, new conceptual and juridical tools have emerged to support the implementation of this policy. The notion of «indirect indiscrimination» contributes new resources for action but also for the definition of discriminatory phenomena. The mobilization of statistics plays a strategic role in the implementation of anti-discriminatory laws and policies. Yet the data currently available do not meet the requirements defined by the politico-legal framework any more than they allow a scientific analysis of discrimination. The sources of this incoherence are to be sought in the characteristics of the statistical categories involved («race» and «ethnic origin»), the procedures for regulating statistical production, and the controversies surrounding statistical identification of discrimination.
- Le développement en France d’une politique de lutte contre les discriminations à la fin des années 1990 a engagé une évolution sensible du « modèle français d’intégration ». À la suite de deux directives européennes visant les discriminations « raciales » et « ethniques », de nouveaux outils conceptuels et juridiques sont venus appuyer l’application de cette politique. La notion de « discrimination indirecte » apporte ainsi de nouvelles ressources pour l’action, mais aussi pour la définition des phénomènes discriminatoires. La mobilisation de statistiques joue un rôle stratégique dans l’application des lois et politiques antidiscriminatoires. Pourtant, les données disponibles actuellement ne correspondent pas aux besoins définis par le cadre juridico-politique, pas plus qu’elles ne rendent possible une analyse scientifique des discriminations. Il faut rechercher les sources de cette incohérence dans les caractéristiques des catégories statistiques à mobiliser (« race » et « origine ethnique »), les modalités de contrôle de la production de statistiques et les controverses entourant l’identification statistique des discriminations.
