| Abstract
| - La démocratie participative se résume bien souvent à de l’injonction participative : une offre institutionnelle descendante et contreproductive pour enrayer la crise démocratique. La participation citoyenne peut cependant être un levier efficace - et révolutionnaire - pour régénérer la démocratie, toujours en chantier. Sous certaines conditions, elle peut renouveler les politiques publiques sur un mode ascendant, en s’appuyant sur l’expertise des personnes concernées et la codécision. Elle peut stimuler l’interpellation des institutions et l’émancipation des personnes, en particulier les plus précaires et éloignées de la parole publique. Aujourd’hui, elle peut et doit compter avec de nouveaux partenaires, les acteurs communautaires.
- Participative democracy can often be summarised as an injunction to participate: a downward offer from institutions that is counter productive in the struggle to eliminate the crisis of democracy. Citizen participation can nevertheless be effective and even revolutionary way of regenerating democracy that is always in progress. Under certain conditions, it can renew public policies in a bottom-up process taking strength from the expertise of involved people and through co-decision. It can stimulate questioning of institutions and emancipation of people in particular the most vulnerable and those furthest from having a public voice. Today, participation can and must take new partners, the new community actors into account.
