Abstract	A large primary zinc lead smelter complex with its associated metallurgical and mechanical operations evolves a great deal of dust and fume at its various operating stages. Control of the environment involves a high level of effort and capital investment. There must be proper direction of both effort and investment by the management organization and engineering methods. How this is achieved and the essential concepts of control are discussed.
