Abstract
| - This department is concerned with current developments in the field of communications as they affect public attitudes and public opinion management. While the department has no policies to advocate, and is interested sold; in fact-finding, the controversial charterer of many of the basic problems of communications frequently makes unavoidable an evaluation, either directly or by implication, of the merits of the issues involved. An effort will be made in this and in subsequent issues of the QUARTERLY to give an audience to a variety of informed interpretations.
