Abstract	The import substitution era in Brazil left no national system of industrial innovation and there was little interaction between universities and industrial firms. Technology can play an important role in the time of transition to a more competitiveness-oriented industrial development model. This outlines some policy proposals and addresses the question of an appropriate governance structure between the government and societal actors and between different levels of government.
